Sniptool can capture selected areas on your Desktop easily, and lets you add text, arrows, annotations and more.
Moreover, you can combine multiple separate captures into one canvas. Onto that canbvas you can make annotations and add number bullets and shapes and so on. There is also the option to blur out parts of the image.
You can save as either PNG or JPG.
NOTE: This portable version doesn''t include an installer.
