The Handy Image Tool is a freeware utility that can capture areas of your Desktop and manipulate images.
When you run the program, you can drag it around the screen to capture areas of the Desktop, or you can drag and drop and image file onto it to quickly resize it and add a text title.
You can then output the image in numerous image formats.
