EQH Image Tool (EQH stands for Easy, Quick and Handy) can apply effects to images from files or clipboard.
You can use it to rotate, resizer, add a border or add other graphics effects. Images can be imported from the clipboard or from files on disk.
It can also easily create thumbnails to whatever size you like.
