Nirsoft ControlMyMonitor can modify VCP Features of your monitor, including brightness, contrast, sharpness, red/green/blue color balance and so forth.

You can select the connected monitor from a drop down menu in the application. From there, any settings that you can modify (read+write) you can change with the app. For convenience, you can output all the settings to a configuration file.

You can modify the settings through the graphical user interface or from a command line prompt.

It supports version of Windows from Vista onwards.
